Abstract

The article studies the agricultural policy in Portugal between 1974 and 1985, strongly influenced by an agrarian reform with a huge socio-political impact, on which conflicting interpretations persist to this day. Based on new archive documentation, the text exposes the motivations, objectives and instruments that defined the management of the agrarian question by the sixteen Portuguese governments of the period. Special attention is devoted to the Ministry of Agriculture, created during the Revolution to implement the agrarian reform and later reoriented to the objective of dismantling its own work. The text holds that the consensus existing after the fall of the dictatorship in Portugal on the need for an agrarian reform vanished when its implementation benefited the communists. This inoculated the moderate political class with powerful antibodies against structural changes in agriculture and marked the main lines of the strategy of successive governments: agrarian counter-reform and the continuity of the corporatist policies of the dictatorship. Aware that this would not bring the sector out of its depression, the leaders consoled themselves with the hope that entry into the EEC would bring a gigantic flow of resources that would finally catapult the Portuguese agriculture towards modernity.
